Can I file a 982 form to exempt my repossessed car?

I am being sent a 1099c from auto buy here pay here co,claiming I have earned income from repossessed car. I am on social security and have more liabilities than assets. Can I file a form 982 to claim an exemption as being insolvent? If so who can I get to fill out forms for me? Since I am on ssdi I cant afford to have this much to show on my taxes asi might lose my ssdi money.
